ISSN and You: Using ISSN SuperNumber in the Digital Environment

Harmonization meeting with RDA and ISBD representatives in Glasgow (UK)
http://www.rda-jsc.org/rda.html On November 3-4, 2011, ISSN representatives met RDA and ISBD representatives in Glasgow in order to re-launch harmonization discussions further to the release of the first edition of the RDA code in June 2010 and of the consolidated edition of ISBD in July 2011. The meeting, kindly organized by the RDA Joint Steering Committee, was productive, and will be followed by exchanges of proposals between the three bibliographic communities regarding the main harmonization issues identified. http://www.ifla.org/publicatio.... 36th Meeting of Directors of ISSN National Centres Kindly and perfectly organized by the National and University Library of Bosnia-Herzegovina, the 36th Meeting of Directors of ISSN National Centres was held in Sarajevo from October 3 to October 7, 2011. This meeting was an excellent opportunity to discuss current projects of the ISSN Network (FRBR and serials, review of the ISSN Manual, harmonization issues between ISSN, ISBD, and RDA…) and to review ISSN assignment policy. The principle of ISSN assignment to digital reproductions of serials has been adopted, and significant progress has been made toward a simplification of the rules for ISSN assignment to electronic resources in general. The ISSN International Centre will communicate further on these changes within the forthcoming weeks. Launch of the Keepers Registry Beta service The beta release of the Keepers Registry, the e-journals preservation registry service, was launched on October 24, 2011. The Keepers Registry renames and replaces the PEPRS Beta service which was launched in April 2011. It provides freely available means to discover which e-journals are being preserved by the leading archival organisations. This registry, developed by EDINA (UK) in cooperation with the ISSN International Centre, aggregates metadata from six major archiving agencies: CLOCKSS, Portico, Global LOCKSS Network, British Library, the e-Depot at the Koninklijke Bibliotheek (National Library of the Netherlands) and, more recently, HathiTrust. http://thekeepers.org http://edina.ac.uk/... |

| The Library of Congress issues its initial plan for the Bibliographic Framework Transition Initiative The Library of Congress has posted its General Plan for the Digital Age, to be commented on by the communities involved. This plan is an important step in the review of the bibliographic framework launched by the Library of Congress in May 2011. One of its major goals is “to determine a transition path for the MARC 21 exchange format in order to reap the benefits of newer technology while preserving a robust data exchange“. NISO Launches New Open Discovery Initiative to Develop Standards and Recommended Practices for Library Discovery Services Based on Indexed Search NISO (National Information Standards Organization, USA), has approved a new Open Discovery Initiative work item to develop standards and recommended practices for next generation library discovery services. In its announcement, NISO underlines that these tools “have the ability to deliver more sophisticated services with instant performance, compared to the federated search techniques previously used”. Are Open Access and Traditional Publishers in the Same Business? Kent Anderson, CEO/Publisher of the Journal of Bone & Joint Surgery considers that Open Access and traditional publishers provide services in such different ways that they do not really compete. Swets publishes first Serials Price Increase Report for 2012 Every year, Swets publishes a serials price increase report which contains data covering thousands of publications. The report is released in stages, with the first appearing in October followed by monthly updates until the final, full report is made available in February of the following year. Routledge trials new author rights policy for Library and Information Science Journals Routledge, the social science and humanities imprint of the Taylor & Francis Group, has announced “a two-year pilot initiative for the library and information science research community, allowing contributors to its library and information science journals to retain the copyright to their work and to post it within their institutional repository without an embargo period. This initiative applies to any of Routledge’s 35 library and information science journals published from Taylor & Francis’ Philadelphia office”. (Informa, 2011-11-04)

This Portal highlights the success factors of countries that have been most successful in developing Open Access and identifies key players, potential barriers and opportunities for countries and regions that are still in early stages of development in this matter. It identifies five different scenarios for moving towards that end over the next five years, including gold and green open access, moves towards national licensing, publisher-led delayed open access, and transactional models.. | ARL Endorses the Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities By doing that, the Association of Research Libraries (ARL) joined over 300 organizations and institutions that have already endorsed the Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities. Major digital library networks work towards interoperability The Digital Public Library of America (DPLA) will design its technical structure to promote interoperability with Europeana.
