This study day about ISSN facing the digital transition is organised by the French ISSN national centre, together with ISSN IC and ABES, the French bibliographic Agency for Higher Education. ISSN 40th anniversary is the opportunity to remind and illustrate the role of ISSN for reliable identification, access and preservation. The future revision of the 3297 ISO standard represents also the opportunity to gather the different stakeholders to discuss issues such as metadata production, workflows and exchange, online resources identification rules and interoperability of identifiers, at a time when linked data is becoming a reality.

This article, cowritten by Gaëlle Béquet, Director of the ISSN International Center, and presented during the IFLA Conference 2015, shows the essential relationship that exists between the communities involved in bibliographic description that has culminated recently with the work done on PRESSoo.

Latindex is a regional consortium created in 1995 and which manages databases about scientific and professional journals published in Latin America, the Caribbean, Spain and Portugal. The main catalogue provides a comprehensive coverage of serial resources both print and online with approximately 24,000 titles. A subset of this catalogue –about 8,300 titles- identifies quality journals sorted out according to editorial criteria defined by Latindex. Latindex also provides access to 6,752 digital journals categorized by themes, regions and countries. Latindex has been a partner of the ISSN International Centre for many years and both will renew their cooperation agreement during the 21st meeting of Latindex that will take place in Madrid  (Sept.29th to Oct. 2nd 2015).

The ISSN International Centre is pleased to announce the online release of the latest issue of “Ciência da Informação” dedicated to the 40th anniversary of the ISSN number. This special issue contains articles and testimonies on the ISSN’s history as well as an overview of the organization’s future challenges.

Transition to Open Access in Poland has been happening for some time. Over 20 scientific institutions have repositories, some of them implemented OA policies, near 950 journals are available freely on the internet. But the transition results solely from bottom-up initiatives. The report “Open Science in Poland 2014. A Diagnosis” analyses the strengths and limitations of such a model.

In August, PASTEUR4OA (Open Access Policy Alignment Strategies for European Union Research) published the report Assessing Readiness for Open Access Policy Implementation across Europe. This report presents a European-wide case study for assessing EU Member State’s readiness for Open Access policy implementation – and specifically for the European Commission H2020 policy. Aspects like the availability of OA infrastructure, the awareness of OA and the availability of harmonised working procedures and coordination mechanisms are analysed, providing the means to assess the situation of specific countries.

The author describes what is for him a “deceptive publisher”, and why an exhaustive list of these entities is now necessary.

EBSCO Information Services is partnering with Portico to preserve collections from its Digital Archives products. EBSCO’s Portico participation means that there will be uninterrupted access to the historical content in these collections.

Dan Penny, Head of Insights at Nature Publishing Group and Palgrave Macmillan, shares findings from the recent Author Insights Survey. The survey data is openly available and offers an extensive look into researcher perceptions and understandings of academic publishing. Few researchers are now unaware of open access. But perceptions of quality still remain a significant barrier to further OA involvement.

IBICT, the Brazilian Institute of Information in Science and Technology, has launched the new version of its portal featuring significant changes in its interface,  metadata harvesting, and metadata interoperability with international initiatives such as Driver and OpenAIRE, in Europe.

The ABES (Agence bibliographique de l’enseignement supérieur / French Higher Education Bibliographic Agency) now offers on its website a specific section containing practical information sheets describing each data set available as well as technical information on recovery tools and formats.

OCLC is working with seven leading libraries in a pilot program designed to learn more about how linked data will influence library workflows in the future. The Person Entity Lookup pilot will help library professionals reduce redundant data by linking related sets of person identifiers and authorities.

IFLA has created a Risk Register for documentary heritage in order to raise awareness for the preservation, conservation, and safeguarding of documentary heritage (in any format) world-wide. The association aims to gather data on documentary heritage collections in order to be able to respond adequately if confronted with natural or man-made disasters.

The aim of this work is to build broad international consensus around vocabulary items for open access repositories. The Editorial Board has reviewed existing regional and topical metadata schemas including info:eu-repo (and OpenAIRE Guidelines), NISO Access and License Indicators, RIOXX, CERIF Semantic Vocabulary, CASRAI Dictionary and others. For each vocabulary element, a definition is provided, and the item has been translated into several languages that will be connected via linked data principles.
