This conference about ISSN facing the digital transition has been organised by the French ISSN national centre, together with ISSN IC and ABES, the French Bibliographic Agency for Higher Education. ISSN 40th anniversary is the opportunity to remind and illustrate the role of ISSN for reliable identification, access and preservation.

The presentation has been made by Gaëlle Béquet, Director of the ISSN International Centre and Laurie Kaplan, Content Business Analyst Lead, ProQuest. It describes the 2015 pilot project and ongoing cooperation between their respective organizations to identify active titles without ISSN. This cooperation is meant to use Ulrich’s Periodicals database as the initial resource.

Web Archivability is interested in proposing best practices that help the web developers and designers in building web site that can be easily captured, preserved, and replayed using the web archiving tools.

Call for Participation

On the 6th November 2015, the first step in implementing the recent review of the RDA Governance Model was taken with the launch of the new governance branding. The names of the Committee of Principals and Joint Steering Committee for Development of RDA changed to the RDA Board and RDA Steering Committee (RSC). This change is an important milestone in the project to internationalise RDA.

Springer Nature will collaborate with ORCID (Open Researcher and Contributor ID) to enable authors and editors to apply their digital identifiers to books and chapters, ensuring recognition of their work. These identifiers can be linked to the researcher’s contributions to enhance scientific discovery and collaboration within the research community.

On September 28th 2015, the greatly anticipated open access mega-journal, the Open Library of Humanities (OLH) was launched. The author provides a brief overview of what sets this journal project apart from the rest and how the new funding model offers an economic, social and technological platform for the humanities and social sciences to transition to open access.

According to Karin Wulf, OA is too often presented and discussed as a unitary philosophy and practice. Whereas the basic issues are the same for OA journals and monographs, cost, use, licensing, distribution, and the varied significance of the form across disciplines and within fields play out very differently.

SPARC (The Scholarly Publishing and Academic Resources Coalition) lauched the Open Access Spectrum (OAS) Evaluation Tool, which provides a concrete, quantifiable mechanism to independently analyze publications’ policies. The OAS Evaluation Tool generates an “Openness” score that is straightforward, easy to understand, and free. It can be used to help determine compliance with funder policies, institutional mandates, and researchers’ individual values.

This paper highlights the challenges and limitations faced by scholarly presses in South Africa, presenting the business and operational changes required (both individually and collectively) to meet overarching political and competitive pressures.

The guidelines contain criteria that will help repositories make decisions about whether or not to adopt the different services being offered by publishers to the repository community. They were developed in consultation with the COAR Executive Board and the Aligning Repository Networks Strategic Committee.

The editors and all editorial board members of Lingua, one of the top journals in linguistics, resigned to protest Elsevier’s policies on pricing and its refusal to convert the journal to an open-access publication that would be free online. As soon as January, when the departing editors’ noncompete contracts expire, they plan to start a new open-access journal to be called Glossa.

The aim of this study was to establish the role of academic libraries in the context of open access (OA) journal publishing, based on the perceived needs of the journals and/or their editors. As a study sample, 14 OA journals affiliated to the University of Zürich, Switzerland, were taken.

This event was organised by Couperin, the French consortium of academic libraries for e-publications, during October 12th-14th. This year’s focuses were: growth of OA in France and Europe, new legal French developments and the next steps in open science.

The German National Library has successfully launched its licensing service for out-of-commerce works (VW-LiS) as a contribution to the digitisation of literature of the 20th century. VG Wort, a copyright management association, granted use licenses for the first 352 titles in September. The German National Library can now make these works available via the Internet in digitised form.
