The German ISSN Centre started a project for assigning ISSN to print and digitized versions of long-dead serials
The German ISSN Centre, hosted by the German National Library, has been requested by the University of Heidelberg to assign ISSN to print and digitized versions of long-dead serials. These serials, which cover the fields of fine arts and archeology, were originally published in a dozen different countries. The identification of the digitized versions is one the first applications of the policy for ISSN assignment to digital reproductions adopted by the ISSN Network at the end of 2011.
Release of the SUNCAT survey report 2013
Edina, partner of the ISSN International Centre for the Keepers project, has released the SUNCAT survey report 2013. The report confirms SUNCAT’s primary role as a centralised source of serials information and UK holdings, with 75% of responses stating, either locating serials and articles, or checking bibliographic information, as the primary purposes for using the service. SUNCAT is the British Union Catalogue of serials. (Edina, SUNCAT blog, 2013-02-19)

COUNTER Online Metrics : The PIRUS Code of Practice for Recording and Reporting Usage at the Individual Article Level
Several publishers routinely report usage at the individual article level, but until now there has been no accepted global standard covering this. Scientific Peer Review in Crisis
The publication of a scientific study in a peer-reviewed journal is commonly recognized as a kind of “nobilitation” of the study that confirms its worth. The peer-review process was designed to assure the validity and quality of science that seeks publication. This is not always the case according to Dariusz Leszczynski, research professor at the Radiation and Nuclear Safety Authority (Finland). (The Scientist 2013-02-25)

Validation vs. Filtration and Designation — Are We Mismarketing the Core Strengths of Peer Review?
According to Kent Anderson, we may be neglecting the fact that pre-publication peer review is just a step in science, where peer review never ends. Science is the ultimate peer review environment, and journal peer review has a limited and particular place and role within it. (Scholarly Kitchen, 2013-02-18)

Licensing Controversy — Balancing Author Rights with Societal Good
Requirements for a Creative Commons Attribution (CC-BY) license for scholarly papers are based on the societal good that unfettered reuse provides. According to David Crotty, Senior Editor with Oxford University Press' journal publishing program, this public good, however, must be weighed against the interests of the research community, particularly the rights of authors. Regardless of the specific formulation, the search for rightsholders (or conversely, the confirmation that no rightsholder can be located) is an integral component of almost every orphan works proposal.
