Preparatory meeting of the 41st Meeting of ISSN Directors includes representatives of Latin American countries
Official representatives of Latin American countries gathered on the 31th of August, at the headquarters of the Brazilian Institute for Information in Science and Technology (IBICT), to attend the second preparatory meeting of the 41st Meeting of Directors of ISSN network. The preparatory meeting was meant to speed up and confirm the participation of Latin American countries that have not ensured their presence at the event to be held in Brasilia from 7 to 11 November 2016.

The ISSN International Centre and the ISSN Russian Centre met with Russian publishers during Moscow Book Fair (8 September 2016)
Russian publishers answered a survey earlier this year about their needs and expectations regarding ISSN services. Representatives from the ISSN International Centre and the ISSN Russian Centre presented the findings of their survey and the on-going projects to develop their services for the publishing industry and the library community.
The meeting took place on September 8, 2016, at Moscow International Book Fair.

ISSN network representatives participated in ISBN Annual General Meeting in Vienna (21-22 September 2016)
Gaëlle Béquet (ISSN International Centre) and Christian Schuetz (Deutsche Nationalbibliothek, ISSN Germany) presented the strategy of the ISSN network at ISBN AGM. They also had meetings with Austrian colleagues from OBVSG (Die Österreichische Bibliothekenverbund und Service GmbH) and Hauptverbandes des Österreichischen Buchhandels about the creation of ISSN Austria.

Questionable Practices in Scholarly Publishing: the Stance of the ISSN Network
The advent of Open Access publishing has been tainted by questionable practices favouring profit-generating activities over the advancement of sciences. The ISSN network has been faced since 2012 with ISSN requests lacking correct and verifiable information preventing the unambiguous identification of the publication. Some guidelines have been devised to handle these flawed requests. The ISSN network advocates some educational action towards authors, editors and publishers to improve the quality of publications.

ROAD: the Directory of Open Access Scholarly Resources to Promote Open Access Worldwide
ROAD, the Directory of Open Access scholarly Resources, is a service implemented by the ISSN International Centre to provide a free access to a selection of worldwide, multidisciplinary scholarly resources in open access that have been identified by the ISSN Network. This paper details ROAD background, its innovative concept and how it is positioned in the open access ecosystem.

Latindex in Argentina
The beginning of Argentina’s cooperation with Latindex System is framed in a series of institutional policies taken by the National Council of Scientific and Technical Research (CONICET) that hosts the ISSN National Center. The aim of these policies is to identify, record, select, produce and disseminate qualified information on Argentinian scientific journals looking forward to helping optimize its editorial quality and visibility. The activities of the Argentinian collection center, its results and the interaction with the community of editors are the focus of this article.

NISO releases Altmetrics Recommended Practice
The National Information Standards Organization has published NISO RP-25-2016, Outputs of the NISO Alternative Assessment Project. This recommended practice on altmetrics, an expansion of the tools available for measuring the scholarly impact of research in the knowledge environment, was developed by working groups that were part of NISO’s Altmetrics Initiative. The document outlines altmetrics definitions and use cases, alternative outputs in scholarly communications, data metrics, and persistent identifiers in scholarly communications.

The Library of Congress announces the release of the 2016-2017 Recommended Formats Statement
By providing guidance in the form of technical characteristics and metadata which best support the preservation and long-term access of digital and analog works , the Library of Congress hopes to encourage creators, vendors, archivists and librarians to use the recommended formats in order to further the creation, acquisition and preservation of creative works which will be available for the use of future generations at the Library of Congress and other cultural memory organizations.

Gathering the needles: evaluating the impact of gold open access content with traditional subscription journals
The Project COUNTER, known as the Code of Practice, is the standard that ensures vendors and publishers can provide their library customers with consistent, credible and comparable usage data. Utilizing the Project COUNTER Release 4 JR1-GOA report, two librarians explore these data in comparison to journal package subscriptions represented via the JR1 reports. The intent of the study was to assess the overall picture regarding article usage. The methodology and the initial outcomes of the study are provided, along with future plans and opportunities arising from the study findings.

This is an examination on how some straightforward changes to publisher practices might enable simpler workflows within libraries. Stockholm University: New open access agreement with Springer
Researchers at Stockholm University can now publish articles in open access without any fees in more than 1,600 Springer journals. Stockholm University has joined the pilot agreement between The National Library of Sweden and Springer that will last until end of 2018.

UCB Library partners with OpenEdition
The institutional subscription to OpenEdition Fremium allows the UC Berkeley community to participate in an acquisition policy that supports sustainable development of OA. As such, thousands of ebooks and journals are discoverable through the portal or through the Library’s catalogs and bibliographic search tools. The OpenEdition platform is a knowledge dissemination portal whose founder was awarded by the CNRS Innovation Medal in July 2016.

DOAJ policy updates: Open access statement and user registration
From 8th September, DOAJ will accept a short open access statement, but only in combination with a Creative Commons licensing statement on the same page. Likewise, from August 2016, DOAJ no longer accepts journals that require users to register to view the full text.

Open access and knowledge sharing: reflections on the Pathfinder projects and Open Access Good Practice initiative
The Jisc-funded Open Access Good Practice (OAGP) initiative is a community-led support programme which aims to develop and share best practices when implementing open access (OA) workflows, systems and procedures across UK higher education institutions (HEIs). As part of this programme, nine Pathfinder projects were established in 2014. This paper highlights a selection of thoughts and reflections from project members about their experience of participating in the programme.

The global hegemony in academic research – will open access change the game?
De Gruyter Open Author Survey has recently shown that authors from less wealthy countries are indeed more likely to publish their works in gold open access model. There is a strong negative correlation between the share of academic papers published in open access journals and a country’s GDP per capita.

The costs of flipping our dollars to gold
The University of California (UC) Libraries have recently released the final version of the Pay It Forward report, examining the impact on large, research-intensive institutions in the US and Canada of a wholesale shift to gold open access (OA) for journals. The conclusions point a way toward a possible funding model that could introduce the right incentives to both manage costs and improve the system over time, while achieving the benefit of fully open access to research.

Role of open access digital repositories (OADR) on information seeking behavior among research scholars: A study
The result of the study revealed that 56 % of respondents prefer to seek information through Open Access Digital Repositories , 34 % of the respondents believe that the use of Open Access Digital Repositories while seeking information has increased their academic activities.
