ISSN IC to participate in the European BIBFRAME Workshop at the Deutsche Nationalbibliothek
The Deutsche Nationalbibliothek (German National Library) has been acting as a disseminator and a contact partner for the BIBFRAME initiative within the German-speaking countries. The library makes use of existing structures and bodies to provide information and incorporate this experience into the initiative.
The European BIBFRAME Workshop will be organized at the DNB on 26 and 27 September 2017. It is coordinated by the Nordic Network Group on bibliographic and infrastructure topics (NNG).
Clément Oury, Head of the Data, Network and Standards Deparment at ISSN IC, will give a presentation about ISSN projects and the use of Bibframe for serials and other continuing resources.

ISSN IC at the 2017 Frankfurt Book Fair
The ISSN International Centre will make a presentation on the topic Innovative functionalities to request ISSN, access ISSN Data and manage your subscription. The aim is to present the new interface to request ISSN assignments, subscribe to ISSN services and access ISSN linked data. Serial publishers and subscribers to ISSN services will enjoy enhanced workflows, better research options, useful features such as title claims, data updates, transfer statement and more. The presentation will take place on 13 October 2017, at Publishing Services Hot Spot, Hall 4.0 / Booth J25.
Moreover, ISSN IC Sales team will participate in the Frankfurt Book Fair at the International Library Centre, ILC– hall 4.2, stand N 75, from 11 to 13 October 2017.

IFLA Academic and Research Libraries Section (ARL), with the generous sponsorship by Ex Libris and Sage, offered three Attendance Grants for the 2017 IFLA Congress in Wroclaw, Poland to information professionals from Africa, Asia/Pacific region and Latin America. Ms Tainá Batista de Assis, the Director of ISSN Brazil hosted by the Brazilian Institute for Information in Science and Technology (IBICT), won a grant to attend IFLA Conference in Poland.

ISSN Representatives at ALA 2017 Annual Conference
Gaëlle Béquet, Director of the ISSN International Centre, and Regina Romano Reynolds, Director of the US ISSN Centre and Head of ISSN Section, Library of Congress made a presentation during the session The Once and Future ISSN at ALA (American Libraries Association) Annual Meeting (Chicago, IL, 22-27 June 2017). Regina Romano Reynolds at ICSTI General Assembly
The International Council for Scientific and Technical Information (ICSTI) will gather for its General Assembly & Workshops meeting to take place on 26th October 2017 at the Library of Congress in Washington DC, USA. The full program is online, as well as the preliminary program for both workshops ITOC (Information Trends and Opportunities Committee) and TACC (Technical Activities Coordinating Committee). The registration is open.
On this occasion, Regina Romano Reynolds, Director of the U.S. ISSN Center at the Library of Congress, standing in for Gaëlle Béquet, Director of the ISSN International Centre in Paris, will present an overview of the ISSN Network’s strategy to provide enhanced access to ISSN data. The strategy includes enhancing the ISSN International Centre’s operations, infrastructure, data, products and services, communications, and partnerships.

The ISSN International Center participated in the Annual General Meetings of the ISBN and ISMN International Agencies in Ottawa, Canada
Library and Archives Canada hosted the annual meetings of the ISBN and ISMN International Agencies from September 11 to 13, 2017. Gaëlle Béquet gave an overview of the features of the extranet and the new portal which are being developed at the ISSN International Center.

The ISSN International Centre will participate in COASP 9
The 9th Conference on Open Access Scholarly Publishing (COASP) will be held in Lisbon, Portugal from 19 to 21 September 2017. Nathalie Cornic, Deputy Head of the Data, Network and Standards Department, will attend the conference. Of particular interest are the Market for APCs, Open infrastructure in scholarly communications, Research evaluation and assessment which are on the agenda.

ISNI Organizations Registry – Identifying Organizations in the Scholarly Supply Chain
The ISNI International Agency Ltd (ISNI-IA) announces changes to its infrastructure focused on providing open identifiers for organizations working in the field of scholarly communications. The ISNI Organizations Registry will enable organizations to change and correct their own records and allow the research community to identify author affiliations persistently and authoritatively, thereby supporting analysis of research output and impact.

Subscription-Based Journals May Be Facing the Music Industry Predicament due to File-Sharing Platforms
As large publishers fight via legal means illegal scientific article downloading, such as via Sci-Hub, empirical findings show that over 85% of paywall-protected article catalogues are accessible through no-fee, controversial repositories. Major journal publishers deriving the majority of their revenues from traditional, toll-based, paywall-protected business models may need to revise their business strategies in response to illegal research-article sharing.

Library of Congress Releases 2017-2018 Recommended Formats Statement
The Library of Congress has announced the release of the 2017-2018 Recommended Formats Statement.
The goal of the Recommended Formats has always been to provide useful information furthering the shared goal of ensuring the preservation of and long-term access to creative works. By providing up-to-date information about the file types, physical and technical characteristics and associated metadata which support these goals, the Statement hopes to provide the building blocks upon which libraries can build their collections, now and for the future.

Your Vote Matters: IFLA waits for Your Input on its Global Vision!
During WLIC 2017 in Wroclaw, Poland, IFLA launched a worldwide consultation about its global strategy. This strategy is the result of a series of workshops held on different continents which have focused on how to strengthen the ties within the library field, help identify future challenges and opportunities for the library field, and prioritize actions that the library environment could take in response to the fast-pacing changes in societies. In order to make the participation in the discussion easier, an online voting platform based on the outcomes of the regional meetings is available.

OpenCon Latin America to Convene Open Advocates Across the Region: Support their Efforts!
Latin American representation in the OpenCon community has been growing since 2014, specifically at OpenCon 2016. The outcome of that session was the formation of an international organizing committee dedicated to establishing a regional satellite meeting – OpenCon Latin America (OpenCon LatAm). The aim is to forge new connections between organizations in each country to coordinate global advocacy efforts. In addition, this event should lead to cross-border collaborations that will benefit the science and technology sectors of each country, and raise the visibility of Latin American research.

Open Access: Five Principles for Negotiations with Publishers
LIBER, Europe’s leading association of research libraries, presents Five Principles for libraries to use when conducting Open Access negotiations with publishers. The principles are based on the experiences of LIBER libraries in the past two years, and aim to guide libraries and consortia as they shift from a reader-pays model (subscription licensing) to an author-pays model based on Article Processing Charges (APC).

New SPARC Europe Report provides analysis of Open Data and Open Science Policies in Europe
Providing an analysis of Open Data and Open Science policies across Europe, SPARC released a new report. Produced in collaboration with the Digital Curation Center (DCC), it follows on the heels of a previous work that listed national research data policies.
This latest companion piece takes that work several steps further, analysing the types of policies in place, their processes of creation, and some of their details. Included in the study are the 28 EU member states, as well as countries from the European Research Area, including Iceland, Norway, and Switzerland.

Scholarly communications shouldn’t just be open, but non-profit too
Much of the rhetoric around the future of scholarly communication hinges on the “open” label. In light of Elsevier’s recent acquisition of Bepress and the announcement that, owing to high fees, an established mathematics journal’s editorial team will split from its publisher to start an open access alternative, Jefferson Pooley (Associate Professor of Media & Communication at Muhlenberg College in Allentown, Pennsylvania) argues that the scholarly communication ecosystem should aim not only to be open but non-profit too. The profit motive is fundamentally misaligned with core values of academic life. Despite the obstacles to forging a non-profit alternative, this goal is worthy and within reach.
