The National Library of Colombia – National Center of ISSN held a Meeting on Serial Publications in August 2019.

Attendees learned about topics related to the revision of the Colombian Technical Standard 1074 on information and documentation, with reference to the international standard serial number (ISSN); the role played by open access scholarly journals, and the behavior of serial publications in the digital environment were also discussed. In addition, the importance and advances of the digital legal deposit in the National Library of Colombia were presented, as a mechanism that allows preserving digital documents for future generations. As a complement to this professional development day, there was a workshop on the process of preservation of serial heritage works, both born-digital and analog.

ISSN IC will participate in the 16^th International Conference about Digital Preservation (iPRES) by giving a lightning talk about the Keepers’ Registry (thekeepers.org) that will soon be added to the portfolio of services provided by the ISSN Portal (portal.issn.org). Gaëlle Béquet, Director of the ISSN International Centre, and Peter Burnhill, Advisor to the ISSN IC Director, will meet with supporting archiving agencies attending iPRES on 19 September  2019.

The 11th Conference on Open Access Scholarly Publishing (COASP) will be held in Copenhagen, Denmark from 24-26 September 2019. Nathalie Cornic, Head of the Metadata and Technical Coordination of the ISSN Network Department, will attend the conference. This is the opportunity for ISSN International Centre to hear about new trends in Open Access, all of which might influence the development of ROAD, the ISSN Directory of Open Access Resources.

ISSN IC Director and Chair of ISO TC46 Information and Documentation, Gaëlle Béquet, will open the conference organized by AFNOR and Bibliothèque nationale de France about standards that improve the quality of services to users. This event will take place at BnF, François Mitterrand Building, on Oct. 11^th, 2019 (9.00 – 17.00).

The ISSN International Centre is organizing an ISSN Regional Meeting in partnership with IZUM, the Slovenian Institute of Information Science (https://www.izum.si/en/) in Maribor, Slovenia. Representatives from Balkan and Central European ISSN National Centres will attend and share information about metadata issues, the ISSN Portal and the new metadata production tool.

ISSN International Centre and EDINA at the University of Edinburgh, have agreed to collaborate to postpone the retirement of Keepers Registry. Keepers Registry has been a Jisc funded service for the UK Higher Education sector from 2016 to 2019, but this funding will cease in July 2019. Jisc are thanked for their funding of the service over many years.

The ISSN International Centre and its Governing Board value the Keepers Registry as part of the global identification infrastructure for serials and wish to continue to make its functionality and content available for the UK and international communities of libraries, publishers and scholars.

To maintain this valuable service ISSN International Centre aims to provide a new service from December 2019. To facilitate this development, funding for EDINA to run the current service until the end of November 2019 is to be provided by the ISSN International Centre and the Keepers Agencies.

Nathalie Cornic, Head of Metadata and Technical Coordination of the ISSN Network Department, will participate in the ICEDIS meeting organized by  EDItEUR ahead of the Frankfurt Book Fair.

The intent behind the formulation of Thema was to develop a descriptive book subject classification system (similar to BISAC) that was suited to the needs of a multi-cultural, multi-lingual book supply chain. A core tenet of the system was that the scheme would be sufficiently flexible to allow an individual market to retain a unique cultural voice, all while remaining a unified and simple-to-adopt scheme.

The Book Industry Study Group (BISG), a NISO member organization, recently published an informative three-part series on the creation and development of Thema.

The ISNI International Agency and Bibliothèque et Archives nationales du Québec (BAnQ) have announced that BAnQ is joining the ISNI network as a Registration Agency operating in Québec. ISNI, the International Standard Name Identifier, is used to uniquely identify persons and organizations across a wide range of creative sectors. The ISNI International Agency acts as the registration authority for identifiers. BAnQ plans to offer ISNI assignment services to people and organizations associated with Québec works, including visual and audiovisual materials as well as books.

At IFLA WLIC 2019, the ISBD Review Group gave account on the work carried out to prepare the revision of ISBD, as mentionned in the four-years work plan for revision of ISBD 2018-2022 approved by the IFLA Committee on Standards.

The 2nd international ISNI Summit for Libraries was held on 26th-27th June 2019 at the Bibliothèque nationale de France (BnF). Organized by the BnF and the British Library, the summit attracted 36 participants, including representatives from 17 national and research libraries as well as representatives from the ISNI International Agency and OCLC.  This summit led to the creation of the ISNI Consultation Group for Libraries led by a steering group in charge of drafting the terms of reference and an action plan. COPE’s first survey aims to identify publication ethics issues specifically for Arts, Humanities, and Social Sciences (AHSS) journals. The report takes you through the study methodology, its findings on issues identified by the 650 editors who responded, and their awareness of COPE and its resources. The study also compares the responses of the AHSS respondents to those of STM journals in a study by Wager et al in 2009.

The Library of Congress Labs team is co-hosting a workshop to kick-off international collaborations around digital scholarship. Partners in the UK and the US are coming together to collaborate on the role of digital scholarship in transforming museums and other cultural institutions such as libraries, archives, and galleries. They will aim to achieve this by transforming the ways in which culture and heritage can be experienced by global audiences; developing new directions for organisational leadership and new forms of curatorial practice; opening new research frontiers and questions; and advancing collections-based research methods for the 21st century.

A generation of researchers and librarians will have grown up with COPAC (Consortium of Online Public Access Catalogues), the union catalogue for research libraries in the UK and Ireland. Since 1st August 2019, COPAC has been replaced by JISC Library Hub Discover. Library Hub Discover currently contains over 39 million records contributed by 110 institutions across the UK and Ireland. The holdings include books, journal titles, grey literature, and also maps which you can locate using the advanced search. Contributing libraries include national libraries, higher education libraries and some specialist libraries.

Manually indexing documents for subject-based access is a labour-intensive process. This paper describes Annif, an open source tool and microservice for automated subject indexing developed by the National Library of Finland. After training it with a subject vocabulary and existing metadata gathered from bibliographic databases, Annif can be used to assign subject headings for new documents. The current version is based on a combination of existing natural language processing and machine learning tools.

The OSPP (Open Science Policy Platform) asked their stakeholders some questions on the future of Scholarly Publishing and Scholarly Communication. These are the answers prepared by the OPERAS Core Group. OPERAS is the European Research infrastructure for open scholarly communication in the Social Sciences and Humanities (SSH).

At the end of August, as part of a second meeting on research equity, Ugandan National Council for Science and Technology (UNCST) and INASP brought together journal editors in Uganda to help improve them their publishing standards to meet the requirements of the Journal Publishing and Practice Standards (JPPS) and increase visibility of their journals and the research they contain.

Because the cost of continually upgrading technology can be both operationally and financially daunting, content providers too often go with the quick-and-easy option. Is that wise?

Dominique Babini shares her thoughts on Plan S and its significant differences with the Open Access ecosystem, free of article processing charges (APC), that the Latin American region preserves.

Since 2016, UNESCO annually marks 28 September as the International Day for Universal Access to Information (IDUAI). UNESCO will continue to organize a series of ‘Open Talks’ at the global level in Lima, Peru on 27 September 2019, and at the regional level in Toluca, Mexico on 19 and 20 September 2019. The events aim to create worldwide discussion on how to foster open societies, open access to information and sustainable development. Within this context, the event, to be held at the Autonomous University of the State of Mexico (UAEMex) in Toluca, will bring together the founders of AmeliCA and recent members, and create an opportunity to take stock of what has been achieved one year after its launch, build a roadmap of activities and projects for 2020 including the strategy by AmeliCA in favor of the Sustainable Development Goals.
