ISSN IC Director to chair 2021 ISO TC46 Annual Meeting (10-20 May 2021, remote)

Gaëlle Béquet, Director of the ISSN International Centre, will chair the 2021 ISO TC46 Annual Meeting that will take place remotely due to the pandemic. Several working groups will convene to make progress on developing standards regarding information and documentation. All subcommittees will hold plenaries and vote resolutions to define their workplan for the year to come.

 
   
     
 

ISSN IC Director to co-lead EOSC Task Force on PID Policy and Implementation

Gaëlle Béquet, ISSN IC Director, will co-lead the European Open Science Cloud PID Task Force that will monitor and provide community feedback on the implementation of the PID policy and Architecture. The EOSC initiative will offer researchers a virtual environment with open and seamless services for storage, management, analysis and re-use of research data across borders and scientific disciplines by federating existing data infrastructures.

ISSN IC to participate in ABES Regional Centres Annual Meeting

The French Bibliographic Agency for Higher Education (ABES) organises every year the SUDOC PS Network Meeting with university librarians specialized in serial identification and cataloguing. Nathalie Cornic, Head of the Metadata and Technical Coordination of the ISSN Network, will participate in SUDOC PS Network Meeting to be held online on 20 May 2021. She will provide an update about the participation of the ISSN Network in CIDEMIS, the Dematerialized CIrcuit of ISSN Requests, designed to manage ISSN assignment and modification requests for continuous resources reported in the Sudoc. A presentation of the latest projects run by ISSN International Centre is also on the agenda.

The GNDCon 2.0 comes to you

The partner institutions of the GND cooperative will host the second convention on the integrated authority file (GNDCon 2.0). Digital, diverse and decentralized people with different interests and from heterogeneous areas discuss very different questions, tasks and approaches around the topic of GND over five days. Among the jury is Ms Ulrike Junger, Head of the  Acquisitions and Cataloging Department at the German National Library and member of the Governing Board of ISSN International Centre.

Development in the German-speaking area

The aim of the 3R-DACH project for libraries is to prepare the new RDA regulations and the new structure of the RDA Toolkit for practical work in German-speaking countries. The project was approved at the meeting of the standardization committee in December 2020 and commissioned under the direction of the DNB. The process will result in a indexing manual. The project runs until the end of 2022.

ROR’s 2020 Annual Report: A ROR-port on the past year and a look to what’s next

The Research Organization Registry is a cross-organizational and multi-stakeholder initiative. The collaborative nature of ROR’s approach, and the registry’s focus on providing an open, noncommercial, and community-driven solution, set it apart from other types of identifier providers and infrastructure organizations. The new ROR Data Dump 7.1 (March 2021) includes additional metadata from GRID that was not previously available in ROR. The new metadata now available includes relationships between organizations as well as expanded location data.

DataCite is expanding its Metadata Schema

The DataCite Metadata Schema is a list of core metadata properties chosen for an accurate and consistent identification of a resource for citation and retrieval purposes, along with recommended use instructions. The DataCite Metadata Working Group released a new version (4.4) of the DataCite Metadata Schema Documentation for the Publication and Citation of Research Data and Other Research Outputs. This release of the Metadata Schema contains better support for textual publications. Important changes are the addition of specific resource types such as journal, journal article, dissertation, etc., and also includes computational notebook and peer review, so that these types can be better identified. Also, a new property, relatedItem, is introduced which contains information about a resource related to the one being registered, e.g., a journal article, conference paper, or a book series. It can be used to describe a text citation where relatedIdentifier cannot be used because the related resource does not have an identifier.

NISO Approval Ballot for JATS 1.3 Opening Soon

The voting members are being asked to approve the latest draft of ANSI/NISO Z39.96, JATS: Journal Article Tag Suite.  The new draft, technically known right now as BSR/NISO Z39.96-202x, JATS: Journal Article Tag Suite (1.3), incorporates changes made to JATS 1.2 through December 2020. The purpose of JATS is to define a suite of XML elements and attributes that describes the content of metadata and journal articles using a common format that enables the exchange of journal content between publishers and archives.

Grim perspectives for Brazilian periodicals

Tough times lie ahead. This is the general feeling on almost everyone´s mind. That Covid-19 would turn into a world-crisis, with devastating effects that go beyond the economy, was quite clear right from the start. The publication system was also impacted. Thousands of articles have been published and several special issues dedicated to the coronavirus-19 disease were organized, but not in Brazil, where lack of funding is negatively affecting science in numerous ways. In addition, it appears that scientific journals published in the country are at the end of the list of priorities…

With the COVID-19 pandemic, remote library services are becoming more and more important. NDL Gallery features digital exhibitions of the NDL’s unique collections. The Web Archiving Project / WARP has been collecting and preserving websites published in Japan since 2002. Notably, it includes a collection of e-journals. Integrated Authority File: GND meets Wikibase

The GND (Integrated Authority File / Gemeinsame Normdatei) is the largest authority data collection for cultural and research data in German-speaking countries. In November 2020, the German National Library (DNB) published the WikiLibrary Manifesto together with Wikimedia Germany. The aim is to promote the expansion of a semantic network for data from culture and science by improving and standardizing Wikibase for use by institutions. The project and the manifesto were presented in detail by Barbara Fischer at the Sharing is Caring 2021 Conference and earlier in this blog post.

Scholarly Communication and Scholarly Publishing

Jean-Claude Guédon, Professeur honoraire at the University of Montreal, Canada, proposes to explore how scholarly publishing should relate to scholarly communication. Ostensibly aligned, publishing and communication have diverged. Journals and the concept of the “version of record” are not only a legacy of print, but their roles have changed: certain processes of scholarly publishing stand in the way of optimal scholarly communication. Taking full advantage of digital affordances requires moving in different directions. Platforms and “record of versions” will eventually supersede journals and their articles, and now is the time to make some fundamental choices.

The Country-Level Degrowth of Open Access in Australia

Whereas an OASPA webinar, from late March 2021, has concentrated on Australia’s transition to Open Access, it has also indicated a peak in its Open Access output occurring in 2018. This is similar to the degrowth tendencies setting in across some other countries in two recent years. This transition phase certainly derives from a significant contraction in the Green Open Access output and a comparatively slower pace of growth in the Gold Open Access output in this period.

Decolonizing Open Access in Development Research: Open Access in Indonesia

Despite the absence of funding pressures that explicitly mandate a shift to open access (OA), Indonesia is a leader in OA publishing. Indonesia subscribes to a non‐profit model of OA, which differs from that promoted by Plan S. The penetration of bibliometric systems of academic performance assessment is pushing Indonesian scholars away from a local non‐profit model of OA to a model based on high publication charges. This article considers whether Plan S promotes or undermines the ability of Indonesian scholars to develop systems of OA adapted to local resource constraints and research needs.
