Mir@bel est une base de données de plus de 15 000 revues qui fournit des informations sur les conditions d’accès aux revues. Mir@bel organise son assemblée générale annuelle à Strasbourg avec un programme d’ateliers, visites et conférences. ISSN Romania presented ROAD at the Association of Romanian Librarians’ annual meeting
On 18 May 2023, ABR (Association of Romanian Librarians) organized its annual professional meetings. For the Serials Section, the theme was Processing and managing serials and other continuing resources – good practice and perspectives. Aurelia Perșinaru and Adina Patriche participated in this meeting with a presentation entitled ROAD – Instrument for Promotion of Open Access Continuing Scholarly Resources.
The presentation aimed to provide a clear picture of what an open-access resource is now, what are the requirements for a resource to be enrolled in ROAD and other useful information about quality management. The topics were: how to promote ROAD and enhance its visibility among Romanian beneficiaries, how to manage continuing resources in ROAD, with a specific focus on ensuring their quality (content and editorial requirements).
The meeting was an excellent platform to disseminate information about ROAD and its objectives, as well as to discuss methods for promoting and effectively managing Romanian open-access continuing scholarly resources.
Presentation about Persistent Identifiers at the 52th Conference ACURIL and ISSN at the National Library of Jamaica (June 2023)
At the 52nd ACURIL conference held in Kingston, Jamaica, Gaelle Bequet, Director of the ISSN International Centre, was invited as keynote speaker to present a paper on identifiers and open science on June 6, 2023. The text of her paper is available online in French (https://zenodo.org/record/8027102) and English (https://zenodo.org/record/8026914). She was also received by Ms Beverly Lashley, Director of the National Library of Jamaica, and Ms Maxine Jones, Head of the Jamaican ISSN Center.
The core mission of libraries is to ensure perpetual access to the record of knowledge. As a review of the NASIG webinar (formerly North American Serials Interest Group), ‘Integrating Preservation into Librarian Workflows’, this article examines working models constructed to sustain perpetual access for their institutional communities. Two critically distinct aspects are highlighted. One is concerned with long-term preservation and the other addresses a library’s ability to provide post-cancellation access to its user community, given budgetary or physical space constraints. In 2022, NASIG approved the committee’s Model Digital Preservation Policy, which is supposed to be revised through shared library use cases.
La Hemeroteca Digital de la BNE incorpora 17 nuevos títulos de prensa histórica
El periódico más antiguo es El Español constitucional, fundado en 1818. Un total de 17 títulos constituyen la nueva remesa que pasa a estar disponible para los lectores en la Hemeroteca Digital de la BNE, 13 de ellos del siglo XIX y 4 del siglo XX. La mayoría de ellos están editados en Madrid y Barcelona, pero hay una importante novedad: algunos de los periódicos están publicados fuera de la Península y recuerdan el antiguo imperio español en el Pacífico o en el Protectorado de Marruecos.

Open infrastructure group to collaborate with the view to exchange knowledge and build an Open Science Infrastructure Community of Practice
SCOSS has successfully supported three pledging rounds to date. The group of SCOSS-supported projects has grown to 10 infrastructures. SCOSS wants to go beyond raising funds for open science infrastructures and look into strengthening the landscape by facilitating connection building and developing a Community of Practice. The third meeting held on 29 March 2023 aimed to bring the SCOSS infras together to welcome arXiv, Redalyc/AmeliCA, and DSpace. It quickly became clear that the group was eager to exchange their experiences, share insights and learn from each other. The group will meet quarterly. Stay tuned!
The French National Open Science Fund (FNSO) provides financial support for international open science infrastructures
The French National Open Science Fund (FNSO) is providing financial support to four international infrastructures selected by SCOSS as part of its funding campaigns. Thus, France renews its commitment to sustainable international infrastructures for open science. The four supported infrastructures (LA Referencia, ROR – Research organization registry, OpenCitations and DOAB – Directory of open access books) were evaluated by the jury composed by SCOSS, then against the criteria of principles and best practices of the French Open Science Committee, which guarantee in particular transparency and participation of scientific communities in their governance.
Streamlined access to scholarly content with the GetFTR browser extension
Get Full Text Research (GetFTR) is a free-to-use solution that enables faster access for researchers to the published scholarly content they need. This service works with major discovery resources such as Google Scholar, ResearchGate, PubMed, Web of Science and EBSCO Discovery Service, signaling to researchers the content they are entitled to read, right at the point of discovery. No more hitting paywalls or “click and pray”, as researchers benefit from fast access to authoritative, up-to-date research.
A project supported by EIFL has led to the establishment of seven new institutional open access repositories at institutions in Ghana. The project also improved repositories at nine institutions and strengthened understanding of open access journal publishing at 19 institutions. Implemented in 2021/22 by the Consortium of Academic and Research Libraries in Ghana (CARLIGH), the project aimed to increase accessibility and visibility of research at CARLIGH member institutions. ‘Too greedy’: mass walkout at global science journal over ‘unethical’ fees
More than 40 leading scientists have resigned en masse from the editorial board of a top science journal in protest at what they describe as the “greed” of publishing giant Elsevier. Academics around the world have applauded what many hope is the start of a rebellion against the huge profit margins in academic publishing, which outstrip those made by Apple, Google and Amazon.
In June, APA (American Psychological Association) added 76 new terms to its Thesaurus of Psychological Index Terms® to provide more effective searching on current topics. This Thesaurus update also includes 55 new cross-referenced terms and 76 revised scope notes.
New terms from this summer update will initially be applied to current content only; following the fall release, the majority of new postable terms for 2023 will be back-mapped to older records. You can see the full list of Thesaurus changes on APA website.

ISSN IC’s proposal to MARC Advisory Committee about Defining a New Field for Cluster ISSNs in the MARC 21 Formats
Cluster ISSN is a new concept defined in ISO 3297:2020. Cluster ISSNs are identifiers that allow an ISSN designated by a specific prefix, e.g., ISSN-L 0302-9743, to identify a group of related continuing resources.
This proposal is to define a new repeatable field (023), to provide a field that is distinct from the ISSN field (022) for this separate data element. Another goal is to allow the URIs associated with each Cluster ISSN to be linked unambiguously with their corresponding Cluster ISSN. Anticipation of future Cluster ISSNs with their associated URIs necessitates a new repeatable field to provide a separate field for each Cluster ISSN and its associated URIs. The result is a unique ISSN (ISSN-H) that will group the successive titles held by a publication over time.
In May 2023, the proposal was made available to the MARC community for discussion whose result will be known on 28 June 2023.
The Oceania region RDA Committee (ORDAC) presented a series of three webinars exploring concepts from the Official RDA Guidance chapters, presented by ORDAC member and Oceania RSC representative Charlotte Christensen from the National Library of New Zealand. These sessions provide the step before beginning to describe a resource, exploring terminology and structure that will be key to following more community-focused sessions in the future.
