The French Bibliographic Agency for Higher Education (ABES) will celebrate its 30th anniversary. The agency organises every year the SUDOC PS Network Meeting with university librarians specialized in serial identification and cataloguing. Nathalie Cornic, Head of the Metadata and Technical Coordination of the ISSN Network, will participate in SUDOC PS Network Meeting to be held online on 30 May 2024. She will provide an update about the participation of the ISSN Network in CIDEMIS, the Dematerialized CIrcuit of ISSN Requests, designed to manage ISSN assignment and modification requests for continuous resources reported in the Sudoc. A presentation of the latest projects run by ISSN International Centre is also on the agenda.

Gaëlle Béquet, Director of ISSN International Centre, is invited to participate in a panel discussion together with Ana Maria Cetto, Universidad Autónoma de México, Chair of the UNESCO Open Science Commission, and Sibylle Hermann, Information and Communication Centre of the University of Stuttgart. This session International perspectives on openness in science and information infrastructures will be held during the BiblioCon 2024 Conference that will take place from 4 to 7 June 2024 in Hamburg, Germany.
Based on the position paper Openness in Libraries, this roundtable will discuss experiences and developments from other regions of the world.

Gaëlle Béquet, Director of the ISSN International Centre, and Carlos Authier, Director of ISSN Argentina, will be speaking at the PIDFest conference organised in Prague by the National Library of Technology, which hosts ISSN Czech Republic. Gaëlle and Carlos will give a joint presentation on the interoperability of ARK, ISNI, ISSN and URN identifiers. The full conference programme is available.

In the latest Scholarly Kitchen interview focused on research infrastructures, Gaelle Béquet, Director of the ISSN International Centre, talks about her career, the ISSN IC and its network, their projects and the impact of artificial intelligence.

The MetaArchive Cooperative announced that Educopia is ending its sponsorship, but members’ data remains secure. MetaArchive, the longest-running private LOCKSS network, will continue its operations, allowing members time to find new hosting solutions. The LOCKSS Program team is exploring options like finding a new host, merging with other networks, or creating new ones. MetaArchive’s resilience and collaborative approach have been vital, and its transition is seen as a positive example in digital preservation. Discussions for new partnerships are underway.

L’enquête du Réseau Sudoc PS sur l’application Cidemis, réalisée du 6 au 16 novembre 2023 auprès de 19 responsables de centres, a recueilli des avis sur l’application utilisée par environ 3 000 bibliothèques pour les demandes ISSN et les corrections de données. Une refonte en 2021 visait à améliorer son utilisation. L’enquête avait pour but d’évaluer l’efficacité des flux de travail entre Sudoc PS et ISSN, en identifiant les problèmes pour rationaliser les processus. Les retours guideront les améliorations ciblées, améliorant la performance et l’expérience utilisateur de l’application. L’enquête est disponible en PDF (en français).

The Sudoc PS network survey on the Cidemis application gathered feedback from November 6-16, 2023, involving 19 regional centre managers. Cidemis, used by around 3,000 libraries for ISSN requests and data corrections, underwent a 2021 overhaul for better usability. The survey aimed to assess workflow efficiency between Sudoc PS and ISSN, identifying issues to streamline processes. The feedback will guide targeted improvements, enhancing the application’s performance and user experience.

Music researchers and all those interested in 20th-century cultural, social, and historical disciplines can now access rare music periodicals with the release of RIPM Jazz Periodicals: Music, History, and Culture from EBSCO. The collection, produced by Le Répertoire International de la Presse Musicale (RIPM), includes articles, reviews, illustrations, interviews, and advertisements from jazz publications spanning the early 20th century to the early 21st century. RIPM Jazz Periodicals is updated with new content annually. Future updates will include international publications documenting the wide-ranging dissemination and perception of this originally American art form.

The DIAMAS (Developing Institutional Open Access Publishing Models to Advance Scholarly Communication) Academic libraries play important roles in the Diamond Open Access ecosystem. Libraries provide infrastructure and services, as well as training and expert support to institutional publishers, but they can also be publishers in their own right. DIAMAS (Developing Institutional Open Access Publishing Models to Advance Scholarly Communication) seeks to support them in these roles.

Operating under the auspices of the National Library of Finland, E-library, a shared service for Finnish municipalities, opened in early May. E-library was developed in cooperation with public libraries to meet their needs. Already during its first few weeks, the service has attracted plenty of customers, with the collection immediately put to active use. Books have been borrowed thousands of times, while journals are read tens of thousands of times every week. The acquisition of materials in 3 languages is affected by a number of factors, and the collection is growing every week.

The French Ministry of Higher Education and Research, Université de Lorraine and Inria launched in April 2024 the  website of the Open Science Monitoring Initiative, dedicated to encourage the adoption of open science monitoring principles and to promote their practical implementation. Many initiatives and guidelines already exist in the field of open science monitoring, whether it be with a national or international scope. However, there is yet no common understanding nor framework of open science monitoring. This is necessary to reach a global agreement on a set of Principles that could set a guide for present and future initiatives about Open Science Monitoring.

In the US, the pace of transition to OA is accelerating. An increasing number of libraries are signing transformative agreements (TAs) that support authors to publish OA, while maintaining access to subscription content. In this case study, three US organizations reflect on their OA agreements with Springer Nature and provide insights into how this has helped them to transition to OA, the impact the agreements have had on their working practices as well as the advice they would give others looking to take the next step in their OA journey.

C4DISC (Coalition for Diversity and Inclusion in Scholarly Communications) has launched a groundbreaking resource as part of its expanding Toolkit for Equity Series: the A Focused Toolkit for Journal Editors and Publishers. This latest addition aims to empower editors and publishers in their efforts to cultivate diversity, equity, inclusion, and accessibility (DEIA) within editorial roles and the peer review process. Accessible via the C4DISC website, the toolkit offers actionable recommendations to foster a more inclusive editorial and reviewer community, providing practical guidance for enhancing representation and minimizing bias.

Wiley has discontinued 19 Hindawi journals due to academic publishing manipulation by paper mills. Acquired in 2021, Hindawi faced scrutiny for unethical practices like AI-generated manuscript fabrication. Over two years, Wiley retracted over 11,300 papers and acknowledged an $18 million revenue decline due to these issues. Despite launching AI tools to detect fraudulent content, the industry remains concerned about the impact of generative AI. Wiley’s recent journal closures are part of integrating Hindawi with its portfolio, separate from the earlier paper mill-related closures.

Robert Harington, Chief Publishing Officer at the American Mathematical Society, discusses the value of preprints, emphasizing their role alongside traditional journals in academia. He explores the need for a balanced approach that includes both preprints and peer-reviewed journals, stressing that dismantling journals isn’t a solution to integrity issues. Harington advocates for improved peer review practices and changing how academic success is measured, suggesting funders support quality peer review. He also highlights the unique challenges in mathematics publishing and calls for a cultural shift to prioritize research integrity in career assessments.

Publishers play a crucial role in scholarly research by facilitating peer review, providing editorial support, and ensuring the availability of scientific publications. Publishing with reputable publishers enhances the visibility and impact of research. However, the rise of predatory publishers, which engage in questionable practices like poor peer review and aggressive acquisition, poses risks to scholars and institutions. These practices can harm reputations and the credibility of the scholarly record. This guide offers practical advice for avoiding predatory journals, written by open access specialists of a Dutch consortium of university libraries.

The International Council for Scientific and Technical Information (ICSTI) is happy to announce its 40th Anniversary Annual Conference and General Assembly. This will be an in person meeting collocated with PiDFest (June 11th-13th). ICSTI will hold its General Assembly the afternoon of June 13th, followed by a full day of open workshops on June 14th.

This year’s workshops will explore the following topics: Interoperability methods that ensure efficient machine-readability, and Responsible Research and Innovation.

La 3ème Conférence Internationale de Recherche et d’Action sur l’Intégrité Académique se tiendra du 20 au 22 juin 2024 à l’Université de Coimbra au Portugal. La conférence portera sur les défis et incertitudes de l’intégrité académique à l’ère de l’intelligence artificielle. Elle comprendra six sessions thématiques et trois ateliers visant à discuter des actions immédiates. TC 46 is an ISO (International Organization for Standardization) technical committee, focused on Information and Documentation. The topic for the June open teleconference will be a recap of the ISO TC 46 Plenary meeting “week,” held in Berlin, Germany  May 20-24, with international participants connecting across multiple time zones for all associated meetings.

Todd Carpenter, NISO Executive Director and Keondra Bailey, NISO Assistant Standards Program Manager, will discuss the meeting, NISO’s role there, and the current questions under consideration in TC 46 conversations.

Libraries are vital pillars of the Diamond Open Access (OA) ecosystem, providing infrastructure, services, and expert support to institutional publishers. Many libraries are also publishers in their own right. To engage libraries in advancing Diamond OA in Europe, the DIAMAS project is launching a Conversation Series for libraries.

The first discussion will be held on 30 May 2024 at 1 p.m. CEST.

This two-part online event has been adapted from UKSG’s successful and long-running one-day seminar and aims to present a practical introductory overview of all aspects of e-resources management, encompassing e-journals, e-books and bibliographic and full-text databases. This event will take place as two morning sessions on Tuesday 18th and Thursday 20th June.
