The initial draft of the white paper has been presented at ALA annual conference in Las Vegas (June 27-July 1st, 2014), along with an outline of areas where recommended practices and standards are needed.

A recommended practice on the Presentation & Identification of e-Journals from the National Information Standards Organization (NISO) contains detailed guidance for publishers and platform providers about title presentation, accurate use of ISSN, and citation practices. Extensive examples and detailed information about ISSN are included.

The AFNOR CN46 / BnF working session was hosted by the Bibliothèque nationale de France (BnF) on 27 June 2014. The topic was  the standards for exchanges between communities (archivists, librarians, publishers, records managers). The presentations and reports are now available (in French). The National Information Standards Organization (NISO) announces the publication of a new recommended practice, Demand Driven Acquisition of Monographs (NISO RP-20-2014). Demand driven acquisition (DDA), also referred to as patron-driven acquisition, is a method used by libraries for collection development where monographs are purchased at their point of need when selected by users from a pool of potential titles.

The National Information Standards Organization (NISO) announces the publication of a new recommended practice, Open Discovery Initiative: Promoting Transparency in Discovery (NISO RP-19-2014), which provides specific guidelines on participation in the new generation of library discovery services. The group’s final publication includes guidelines to content providers on disclosure of level of participation, the minimum set of metadata elements provided for indexing, linking practices, and technical formats.

This book presents the proceedings of the 18th International Conference on Electronic Publishing (ELPUB), held in Thessaloniki, Greece, in June 2014.  As well as examining the role of cultural heritage and service organisations in the creation, accessibility, duration and long-term preservation of data, this conference provides a discussion forum for the appraisal, citation and licensing of research data and the new developments in reviewing, publishing and editorial technology.

How pre-submission peer review can benefit scholarly communication by increasing the quality of published research and reducing retractions and how the online platform LIBRE can help in this purpose.

LIBRE allows authors to “open” their research to the scientific community and invite expert colleagues to formally evaluate their articles. This “author-guided open peer review process” is transparent and can be implemented at any moment during an article’s lifetime: work in progress, during the peer review process and after publication.

For the second time in 2014, the World Intellectual Property Organization (WIPO) copyright committee could not agree on the conclusions of its session or on any recommendation to be made to the September General Assembly on the protection of broadcasting organisations or the establishment of an international regime of exception and limitations for libraries and education.

The 28th session of the WIPO Standing Committee on Copyright and Related Rights (SCCR) took place from 30 June to 4 July.

A side event was held on 30 June by the International Federation of Library Associations and Institutions (IFLA) entitled, “Keeping Copyright Relevant in the digital environment: libraries, archives and licences.” It questioned the impact of digital content licence terms and conditions on the mission of libraries and archives.

The DIRBUIST Days were held on 3 and 4 June 2014 at the initiative of the French Ministry of National Education, Higher Education and Research. Were discussed the developments of cross-national projects in higher education and research and the evolution of scientific and technical information (STI) initiatives in the European research environment, noticeable research data preservation and sharing.

« Métarevues » is a project launched by the Agence bibliographique de l’enseignement supérieur / Higher Education Bibliographic Agency (ABES). This tool dedicated to periodicals generates the complete history – paper and electronic – of a « métarevue », from a bibliographic identifier or an ISSN (print or digital).  What is called « métarevue » is the sum of all the titles which form a periodical since birth.

LIBER (Association of European Research Libraries) 43rd Annual Conference was held in Riga, Latvia, 2-5 July 2014. The conference theme was « Research Libraries in the 2020 Information Landscape », among the broached topics: open access publishing, digital collections, linked open data and repositories.

OpenAIRE and the Confederation of Open Access Repositories (COAR) organised a joint conference including the COAR Annual Meeting. The conference took place from May 21- 23, 2014 in Athens, Greece, at the Athens Acropolis Museum.

The main topics were: the connexions between repositories, libraries and research services; the measurement of scientific output impact and data in an institutional context, and global interoperability of repository networks.
